BILLINGS & COLLECTIONS SUPERVISOR (TREASURER'S OFFICE)
Hiring Salary Range $39,763-$46,893/year
(Final compensation depends on qualifications) 40 hours per week
The primary function of this position is to plan organize and direct the
billings & collection activities of the City Treasurer s Office. The position is
a very hands on working position that is responsible for the preparation,
creation and mailing of city real estate and personal property tax bills, the
administration of the parking ticket system, and administration and filing of
State and Estimated Income Taxes.
Applicants must possess strong decision-making and analytical skills
concerning complex computer systems, development of comprehensive reports,
delinquent collections and customer service situations. The incumbent will plan
and organize the workflow of staff involved in the collection of delinquent City
accounts including real estate taxes, personal property taxes, state income and
estimated taxes, license fees, parking ticket fines and other delinquent
accounts. At times, the Supervisor will be required to work irregular hours and
paid overtime to meet deadlines and achieve objectives. The Supervisor will
report directly to the Chief Deputy Treasurer, City Treasurer and the citizens
of Charlottesville. Performance will be evaluated on the basis of results
achieved.
REQUIREMENTS:
The successful candidate must possess superior communication, leadership and
extensive computer skills.
- An understanding of government services, City, State and Federal codes and
ordinances pertaining to collection, utilities, real estate and personal
property taxes, and other related collection activities is required.
- Applicants must have a thorough knowledge of the principles and practices
of delinquent collections, general lien filing and release procedures and the
principles and practices of policy development.
- Applicants must have advanced knowledge of Microsoft Outlook, Word, Excel
and Access. Applicants will be tested in their knowledge of computer systems,
file developments, testing of systems and reconciliation of all taxes mailed.
- Applicants must also have advanced knowledge of office machines; general
knowledge of standard office practices and procedures; ability to establish
effective working relationships with customers, co-workers, other departments,
City officials, vendors and the general public. Bilingual skills are extremely
advantageous.
- Must possess ability to express ideas clearly and concisely, orally and in
writing, be able to research and gather pertinent facts, make thorough
analysis and arrive at sound conclusions.
- An Associates Degree in Business Management, Accounting or Public
Administration is favorable; however, four years of progressively responsible
administrative experience in financial customer service, billing and/or
collections or an equivalent combination of education and experience is
acceptable.

of registration (pursuant to Section 2.2-2804, Code of Virginia). In accordance
with applicable state and federal laws, the City conducts pre-employment drug
testing on all positions. Applicant will also be asked to have a credit check
and a criminal background check. Successful testing results required before
